Siobhán is passionate about making Philadelphia a more global city and empowering immigrant communities to participate in civic life. Born in Dublin to an Irish Diplomat, Siobhán grew up traveling and living in Nairobi, Kenya, Washington, D.C., London, England, and Riyadh, Saudi Arabia. She served as a diplomat herself in the Irish Department of Foreign Affairs as a key member of the Irish EU Presidency team before moving to the U.S. before falling in love with Philadelphia and settling in South Philadelphia with her dog, Breac. Siobhan is the PA state representative to Sister Cities International, serves on the board of Second Generation and Global Philadelphia. A 2020 Core Class Fellow of Leadership Philadelphia, Siobhan is a member of the Sunday Breakfast Club and the Philadelphia Committee on Foreign Relations.
Prior to leading Citizen Diplomacy, Siobhan served as the Executive Director of the Irish Immigration Center, supporting immigrants and promoting citizenship since 2009. Her work was recognized with the 2010 Irish Echo newspaper “40 under 40” Award and 2012 induction into the Delaware Valley Irish Hall of Fame. Siobhán is a graduate of the School of Oriental and African Studies at the University of London, where she received her undergraduate and graduate degrees in Arabic literature.
